ChatGPT Ads vs PPC: the high-intent difference

ChatGPT Ads can meet customers while they are comparing, narrowing and deciding. Here is how conversational intent changes paid media, and how to test it without the hype.

Paid search has spent two decades getting very good at answering a short query. ChatGPT Ads arrives with a different input: not just the words someone typed most recently, but the context of the conversation around them. That can reveal what a person needs, what they have already ruled out and how close they are to making a decision. It creates a serious high-intent opportunity for advertisers. It does not create a shortcut to guaranteed results.

ChatGPT Ads is currently in beta, and OpenAI Ads Manager Beta is available to eligible advertisers in Australia. The platform is still changing, there are no broad performance benchmarks yet, and campaign access remains subject to platform availability, advertiser eligibility and OpenAI advertising policies. That makes this a channel to test with discipline, not a reason to move every paid-media dollar overnight.

What ChatGPT Ads actually are

ChatGPT Ads are paid placements that can appear below relevant conversations. The ad is visually separate from ChatGPT's answer and includes an advertiser name, title, description, landing page and image. Advertisers cannot pay to influence, rank or rewrite the answer itself, and they do not receive a person's private conversation. Reporting is aggregated.

Campaigns are created and managed in OpenAI Ads Manager Beta. Advertisers can currently choose a reach objective bought on CPM, or a clicks objective bought on CPC. The auction is relevance-weighted and second-price: bid matters, but so do the expected relevance and outcome of the ad. That is already a meaningful departure from the idea that the highest bidder simply owns the moment.

The high-intent difference

A Google search might be four words: "best CRM for tradies". A ChatGPT conversation can contain the useful detail hidden behind those words: a five-person plumbing business, a need to quote from a phone, an accounting integration, a firm monthly budget and frustration with a product already tested. By the time advertising becomes relevant, the user may have spent several turns defining the job.

That is why the opportunity is so interesting. The platform can consider the context and intent of the current conversation alongside the ad's landing page, title, copy and advertiser-supplied context hints. Instead of inferring everything from a keyword or audience profile, it can match against needs the customer has actively expressed.

Richer intent is not automatically better intent. Some conversations are research with no commercial action behind them. Some users will never click an ad. Eligible inventory is limited by geography, plan, age, policy and brand-safety controls. The advantage is the chance to understand more of the decision, not a promise that every impression is ready to buy.

ChatGPT Ads, Google Ads and Meta Ads compared

  • Google Search Ads respond to explicit queries. They are excellent when someone knows what to search for, but a short query can leave location, constraints, urgency and decision stage unstated.
  • Meta Ads are powerful at creating and capturing demand from behavioural, demographic and creative-engagement signals. The ad usually reaches someone while they are consuming a feed, not while they are actively explaining a problem.
  • ChatGPT Ads can appear after a person has explored a need conversationally. Matching uses conversation context plus campaign and ad signals, which can create relevance around a more complete job-to-be-done.
  • Google and Meta have mature inventory, automation, attribution and benchmark data. ChatGPT Ads is an early platform with evolving formats, delivery and measurement, so it needs a controlled test budget and realistic learning period.

The smartest media plan does not treat these channels as replacements for one another. Google can capture the direct search, Meta can generate demand and build memory, and ChatGPT Ads can meet people inside a considered decision. The role of each channel should be clear before the budget is divided.

Context hints are not keywords

At ad-group level, advertisers can add context hints describing the conversations, topics or keywords where an offer may be useful. They guide matching, but OpenAI is explicit that they are not exact-match keywords and do not guarantee delivery in a particular conversation.

That changes the planning exercise. A conventional keyword list might contain "shopify agency Sydney", "Shopify developer" and "ecommerce website quote". A stronger conversational map also describes the situations around those searches: a retailer migrating from another platform, a team fixing a slow theme, a founder comparing build partners or a business trying to connect Shopify with Klaviyo and its existing systems.

Start with distinct customer problems, not one enormous catch-all ad group. Separate campaigns or ad groups by offer, use case and decision stage. The tighter the theme, the easier it is to write useful ads, send traffic to the right page and understand which intent is producing qualified outcomes.

Creative has to do more than repeat the query

On search, a headline that mirrors the keyword can earn attention because it confirms relevance. In a conversation, that can feel thin. The user has already explained the problem. The ad needs to contribute something useful: a specific solution, a credible differentiator, a practical next step or a clear reason to click.

OpenAI recommends building a high volume of genuinely different title and copy variations. That does not mean feeding the platform twenty versions of the same sentence. It means covering different needs: speed, integration, service model, product fit, proof, location or use case. Each variation should state what the offer is, who it helps and why it may matter in that moment.

  • Write for usefulness and specificity before cleverness.
  • Give each variation a distinct angle rather than changing one adjective.
  • Keep the claim honest and consistent from ad to landing page.
  • Use a simple image that supports the message instead of imitating the ChatGPT interface.

The landing page decides whether intent survives the click

A highly relevant ad can still send a customer into a generic homepage and lose them. The landing page should continue the exact job raised by the conversation. If the ad is about migrating an ecommerce store without losing organic visibility, the page should address migration, SEO risk, process and proof. It should not make the visitor hunt through a broad list of agency services.

The technical basics matter too. Landing pages must be valid, reachable and available to OpenAI's OAI-AdsBot and OAI-SearchBot. They should load quickly on mobile, make the advertiser and offer clear, provide an obvious next action and use tracking parameters that connect campaign, ad group and creative to analytics. A conversion-focused website is part of media performance, not a separate conversation.

How to measure an early platform

OpenAI Ads Manager Beta currently reports impressions, clicks, spend, click-through rate, average CPC, average CPM and conversions when measurement is configured. Conversions API and pixel-based measurement can help connect the click with a lead, sale, signup or another meaningful action. Static UTM parameters can also carry campaign detail into your existing analytics.

Do not mistake a new dashboard for a new definition of success. Agree on the commercial outcome before launch, verify it in your analytics or CRM, and compare lead quality as well as lead volume. A smaller number of enquiries can be more valuable when they fit the service, budget and buying window. That is the high-intent hypothesis worth testing.

  • Define one primary conversion and the qualification signals that make it commercially useful.
  • Give every campaign, ad group and creative a clean naming and UTM structure.
  • Review search and social performance alongside ChatGPT Ads instead of judging the channel in isolation.
  • Optimise creative, context, landing-page message and conversion friction before scaling spend.
  • Treat early results as evidence from your account, not a universal benchmark for the platform.

Who should test ChatGPT Ads first?

The strongest early candidates are eligible businesses with a defined offer, a customer who researches or compares before acting, enough creative angles to test and a landing page capable of converting interest. Consumer goods, local services, travel and experiences, and digital products or education are among the categories OpenAI currently identifies as a focus in the early phases. Restricted and sensitive categories face additional limits or may not be eligible.

A test is premature when the offer is vague, conversion tracking is missing or the website does not explain why a customer should choose you. Conversational matching cannot repair weak positioning. It can only give a relevant offer another place to be discovered.

A practical first campaign

  • Choose one commercially important offer and write down the customer situations that lead to it.
  • Build focused ad groups around those situations and add clear context hints without treating them as exact-match keywords.
  • Create multiple distinct, benefit-led ads for each theme and send every ad to the most relevant destination.
  • Configure conversion measurement and UTMs before the campaign starts.
  • Begin with a controlled budget, monitor delivery and lead quality, then expand only where the evidence supports it.

The opportunity is intent with context

Traditional PPC is not disappearing. Search queries and social signals remain enormously valuable. ChatGPT Ads adds another layer: the possibility of meeting a customer after they have explained the problem in their own words and while they are still deciding what to do next.
